Only the NYPD fights back and forces the Army to retreat to Queens. Despite widespread public opinion for maintaining the union, instead of crushing the city, the President asks the Secretary of Defense to meet with the mayor for talks. The mayor is assassinated. As a result, the NYPD fights the Army out of Queens. Again, instead of crushing New York City as it's more than capable of, the federal government runs up a blockade around Manhattan but does not enter its territory or interfere with the city government in the other boroughs. It then creates a paramilitary unit tasked with the goal of arresting every New Yorker across the country and putting them in concentration camps. Again, no other move is made to bring NYC back into the fold, besides stopping people from entering or leaving a single one of its boroughs. And so in response, the Mayor of New York sends a detachment of NYPD to fight for Quebec independence in the hope that Quebec will then invade the US.
